18% of the French have never used the internet
Europeans are increasingly using the internet. In 2011, 24% of people aged between 16 and 74 in the European Union have never used the internet. This figure compares to the 42% of Europeans who had never used the internet in 2006. 18% of the people aged between 16 and 74 in France have never used the internet, compared to 46% in 2006. In Germany, 16% of people have never used the internet in 2011, against 26% in 2006.

The countries in the European Union that have the lowest share of people who have never connected to the internet are Sweden (5%), Denmark (7%), the Netherlands (7%), Luxembourg (8%), and Finland (9%). The countries in the European Union that have the highest share of people who have never connected to the internet are Romania (54%), Bulgaria (46%), Greece (45%), Portugal (41%) and Cyprus (41%).
